Administrative Offices

There are five administrative officers in Youth & Government – Chaplain, Sergeant-at-Arms, Secretary of the Senate/Clerk of the House TV Producer and the Editor-in-Chief of The Observer.

All administrative office candidates will have to do the following:

  • Fill out and turn in the Declaration of Candidacy Form prior to Pre-Leg 1
  • Give a one to two minute speech at Pre-Leg 1
  • Submit a photo for the program book by the required deadline

Chaplain

Election – A total of six are elected by legislators between the four Pre-Leg 1 sites.

Official Duties – All chaplains will be responsible for preparing a prayer to be printed in the Program book as well as offering opening and closing thoughts during sessions and the banquet.  Prayers/thoughts that are given should be non-denominational and general in nature.

Sergeants-at-Arms

Election – A total of six are elected by the pages between the four Pre-Leg 1 sites.

Official Duties – Each chamber’s Sergeant-at-Arms enforces the dress code, ensures that only authorized persons enter and generally keeps order in the chamber.  The Sergeant-at-Arms also supervises the pages in their own chamber.

Secretary of the Senate / Clerk of the House

Election – Three Secretaries and three Clerks are elected by the pages between the four Pre-Leg 1 sites.

Official Duties – The clerk / secretary has the responsibility to read all Bills and amendments as they come before the chamber.  He / she also keeps the official record of decisions of the chamber and otherwise assists the Presiding Officer of that chamber.

TV Producer

Requirements – Candidate must be a Junior or Senior, have at least one year of experience in the Youth & Government Video Press corps and be registered in the current year as a member of the Video Press.

Candidate Responsibilities – Candidate must fill out and submit the Application for TV Producer before Pre-Leg 1.  No speeches are required.

Selection – The TV Producer is selected by the Video Press advisors from the pool of applicants based on demonstrated expertise. The selected TV Producer is required to arrive in Springfield on Thursday prior to the Assembly for training.

Official Duties – The TV Producer is ultimately responsible for the two video broadcasts during the Springfield Assembly.

Editor-in-Chief of The Observer

Requirements – Candidate must be a Junior or Senior and be registered in the current year as a member of the Newspaper Press.

Candidate Responsibilities – Candidate must fill out and submit the Application for Editor-in-Chief before Pre-Leg 1.  No speeches are required.

Selection – The Editor-in-Chief is selected by the Newspaper Press advisors from the pool of applicants based on demonstrated expertise. The selected Editor-in-Chief is required to arrive in Springfield on Thursday prior to the Assembly for training.

Official Duties – The Editor-in-Chief is ultimately responsible for all issues of The Observer and writing an editorial article for each issue.
